Trying to do rapid return

DD is two and recently in a cot and we are trying to do rapid return. She gets out about 20 times in a row and just thinks it's hilarious.

She has a night or two of this, then a couple of nights where she lulls us into a false sense of security and stays in bed after being put back about twice. She is probably more tired on those nights because if she cries she cries in bed rather than getting up and yelling loudly at the stairgate.

This is not helped by DS (4) who she shares a room with also laughing when she gets out repeatedly. He's normally a good sleeper and is currently cross because I've put him in our bed so as not to disturb her and he wants his own bed.

Help! What are we doing wrong? It's been about a month, maybe two since she could climb out and almost no improvement. She does similar at nap time but if we just leave her then, she'll potter around, play with stuff and maybe fall asleep on the floor/in the cot whereas at bedtime she just screams at the gate if left.

90 mins later - seems to be quiet - fortunately I'd had my tea and DH wasn't that hungry. We've had so many evenings when one of us has had cold, late tea or sitting on the stairs. Aargh!

Just a quick bump in case everyone else who does this was also spending the evening running up and down the stairs.

Still, my Fitbit said I had a 100 calorie excess despite only walking about 5000 steps yesterday, I'm guessing mainly due to stair climbing.
