How do you get 13 MO to sleep? CIO has never worked

With DD1, CIO worked and she is an excellent sleeper. However, this method did not work with DD2 (13 MO).

DH normally settles her night and he does this by rocking her but he is out this eve! Anyway, she is getting big and I know that rocking is not the best thing for her.
She is in her cot and has been crying for 25 mins. I have been up 3 times to see her, at which point she stops crying, only to resume once I leave the room.

Sounds like she wants you there with her while she goes to sleep, for now.

Can you stay comforting her by the cot? Like shushing and patting and generally cooing and being attentive so she knows you are there, but without picking her up.

Does that method have a plan FATE? I mean after a while, do babies self soothe? I am not sure if I could stand 45 mins to an hour of her crying (which happens regularly).
