11month terrible sleeper

Any ideas ladies!?
My son has always been a terrible sleeper. He was born prem so was always being disturbed in nicu. Then we found out he was lactose intolerant which is why he would just cry all the time! And now we have teething.
I just don't know what else to suggest. He's a brilliant baby content and smiley all day. But bed time he goes to bed 7pm, moans and fidgets at 8 go up give him dummy pat bum. Moans again/cry around 11pm so give him bottle and he settles. Until dummy falls out at 2am/3am and finally were up at 5am!
He's comfy, clean nappy, fed before bed and winded, calpol and bonjela at the minute! My daughters nearly 3 and slept 7-7 from 9 week old so this is so strange!
