3 year old's bedtime

Recently my 3.5 year old dd has started being a real nightmare at going to bed. She tries every reason under the sun not to go to bed. She doesn't really seem tired. She goes up at 7, has a bath, 2 stories, toilet and then sleep (well supposed to sleep!). Pretty sure it's a phase ? And once she goes to school it will stop again. Anyone else had any experience of this?

My daughter is 4 and is a nightmare at bed time too. She goes to nursery for three hours a day too, which is a good 20 min walk away- she can be completely exhausted and still doesn't sleep!
