Toddler's night wakings disrupting whole house and probably neighbours...

2.5yo has started waking in the middle of the night and literally screams when you try and leave her room. Proper loud screaming and wailing - beyond normal crying.

Unfortunately it's waking our 7mo who won't go back to sleep but is still in our room. So doing the whole 'leave for ten mins then return' isn't going to cut it. She then wakes and cries which further fuels toddler.

I'm also worried she's waking the neighbours as we live in a flat with thin walls (we can hear next door to her talking in muffled tones etc). At what point is it unreasonable to have everyone waking to try and combat this? DP says I shouldn't be bothered about the short term effects of waking the neighbours because, long term, teaching her to sleep alone is better but I can't help but feel guilty.
