Sleep help needed

Dd2 had always been a crap sleeper. Up until she was 11mo she woke up to 10 times a night.

She is 2 next month.
ATM she shares a room with her older sister. She is on the bottom bunk with a cot side on it but can get out.
Getting her to sleep is a nightmare. Today's it has taken 2hrs so far, we've been up 6 times because she's taking her nappy off ( pooed on the floor once) she has emptied her sisters stuff all over the floor and he is still wide awake. I don't let her nap after 1 because when she has later naps she's even worse.
It's difficult to put her to bed later as dd1 is 8 and gets upset if she goes to bed before dd2.
Once she is asleep she will sometimes sleep through till 7 oter nights is up between 3am and 6am.

Is this a phase? I am exhausted this is every night and we don't know what to do.

This is not a phase. A 2 year old should be sleeping well 11 or 12 hours olvernight, plus a lunchtime nap.

I think you need to start being much stricter with her at bedtime setting clear expectations and boundaries that once she is in bed she will stay in bed and go to sleep.

Have a look into the rapid return technique.
