Help! 19 month constantly wakes for milk and cuddles...

I am writing this thread in desperation as I do not know what to do next with my 19 month old daughter.
I have two other children aged 8 and 4, the demand of my 19 month old is making it extremely difficult for me to give them any time.
Firstly, my 19 month old will only go to sleep with me holding her like a newborn, then feeding her milk from her bottle until she goes to sleep, this alone can take up to 50 minutes, once she is asleep I place her in her cot, she will go to bed between 7&7.30 and wake for the first time screaming between 9.30-11pm, I then have to get her out and again, hold her like a newborn and feed her milk until she goes back to sleep, whereby I can then place her back in her cot, this will continue through the night, pretty much every hour, so I am up majority of the nite, every nite, I am exhausted and desperate for some advice.
I have tried controlled crying, but had to give up after 3 nites as she was so hysterical, it actually made her sleep worse and made her so clingy daytime, I couldn't even leave the room or pass her to her dad as again she would go hysterical.
Then last week, I thought I would try to put her in the cot awake, but this time sit next to her cot until she sleeps, but she went like electric as soon as she hit the cot and screamed at me through the bars for 25 minutes, until I couldn't take it anymore and took her out.
It's making us all miserable, I was thinking to try controlled crying again but worried incase it backfires again.

I would really appreciate some advice and feedback
