This can't go on- bedtime routine

Hi all
I'm hoping you can help because I am at the end of my tether with my 13 month old's sleep.
She's now ok (ish) during the night, however getting her to sleep is starting to really stress me out.
We have a routine when she comes home from nursery at about 6.30 whereby we watch ITNG (I know!) and then cuddles and stories, then bedtime milk. I aim to put her to bed at 7.30 in the hope I get some evening! She's definitely tired but fights. She then goes into her cot where she will just whinge and cry until I go up and give her a bit of water/milk. Sometimes she will play there for about 5 minutes.
All in all, this can go on for an hour easily no matter what time I put her up. Have tried sitting in the room with her, ignoring her, putting her up later, just letting her cry (couldn't do it for longer than 15 minutes).
The problem is, she is just so strong willed. She is now starting to realise what is going to happen when she gets home so she often wants to stay with my DH and is now refusing milk until the last minute as she knows it means bed!
Does anyone have any ideas to make things easier?
