bedroom too hot!!

I'm worried about my LO sleeping at night as we have been having heat waves recently. I'm doing all I can to cool the room. The fan has been on non stop last night and all day, the windows are open in every room. Have tried ice in a bowl in front of the fan too. The room feels OK but the thermostat said 28 degrees, and now, at 9pm it says 30!!! What else can I do?? She even gets cold in the night in just her nappy/ unpoppered vest so much so that she flings about til I cover her with a muslin and even then the room says its between 26 and 28 degrees.
