Help/Advice/Magic sleeping potion for 8mo naps?

DD is 8 months and needs help with naps.
She naps in her grobag, in her cot. I normally bf until drowsy then plop her in the cot and sometimes she drops straight off, sometimes she grumbles and grabs her toes for a few mins first. Very occasionally she gets worked up and upset so I boob her again until she passes out then I move her.
However she only sleeps for 40 minutes the vast majority of the time! Sometimes she goes an hour or even 90 minutes,but it's only once or twice a week for her first nap, and never for lunchtime nap.
She wakes around 6.15am which I'm fine with as it's when her dad gets up for work so they have an hour together in the morning. But with short naps she's normally finishing napping around 1-1.30. A third nap which we sometimes do really messes up bedtime (wont sleep before 7.30, should be about 6.15) but she can't go from 1 until 6!
What does this sound like? Any ideas how to make the naps longer?? She's only getting 12-13 hours sleep a day and she used to get 14 when she was napping on my boob, but I can't go back to doing that twice a day...it was too much. TIA.

if you have a day of short naps can you fit in a 30 minute pushchair nap at 4ish?
the theory goes you shouldn't let them nap more than 45 mins for first nap then they'll do a longer second one.
