Swaddling question

My 3 week old ds sleeps a lot better when swaddled, but I'm paranoid about him overheating. He has a short sleeved vest on & sleep suit and is then swaddled in a muslin like this www.piccalilly.co.uk/products/muslin-swaddle-elephant-blue

I then place a cellular blanket over the top (folded so equiviant to 2 layers). Is this too much?? Our room temp is 17.6 degrees according to the avent thermometer.

Link doesn't work, but all babies differ in what layers they need mine would prob have skipped the vest as he is a hot baby.

Just feel the back of his neck to see if he is warm enough.
