16 weeks - how do I manage naps / bedtime?

I'm confused! All the advice is to have a routine at the same time every night but every day is different for us depending on naps.

My lb is 16 weeks tomorrow and I put him down for a nap when he shows tired cues rather than by a schedule. This tends to be within 2-3 hours of him last waking. So if we start the day at 7am with a feed / change / play he will be ready for a nap around 9am. He sleeps anywhere between 30 minutes and 2.5 hours (usually longer in the morning) and we follow a loose EASY routine during the day.
This works well during the day but I don't know how to start managing a proper bedtime. Depending on how long his day naps have been he may wake from his 2nd nap around 4. Which means he will be getting sleepy again around 6. But this seems too early to start bedtime. Should I put him down at 6 for another nap then let him play for a whole before bath / bedtime routine which could end up being 8-9pm. Or start a bedtime routine at 5.30? Either way he is usually awake a few hours later for a feed.

I don't know what I should be doing! I don't feel that trying to make him nap at set times is a good idea but for people who are baby led how do you start getting an evening routine going or do you just stick with a routine but not worry about timings?

I would start the bed time routine at six, bath, fed, bed......
He should be down by seven once he gets used to it and adjust the naps around it, at least you will have your evening back!
