dd (20 months) loves:
meg and mog
spot the dog
each peach pear plum
gossie and friends (sorry cant remember author)

little board books that they can hold themselves are great too. i leave dd with one so she can look at it after i've gone (assuming its not too dark!)

look out for freebies on mother and baby mags - kipper the dog is often a favourite

My ds (2yr 10 months) loves

Dont put your finger in the jelly nelly

The gruffalo (Julia Donaldson etc)

Dogger (Shirley Hughes)

Faster Faster, Nice and slow (No its not a sex manual honest) Nick Sharrat

It's The Bear (Jez somethingorother) about Eddie and his teddy Freddie.

Owl Babies (Martin Waddle) Best ever for bedtime tears in the eyes warmandfuzzy moments.

Duck in a truck
