fighting sleep

Hi I started a thread but can't seem to find it, so will start again.
At night my little chap always seems to fight sleep and the earliest I can get him to sleep is 9.30 or later but he always seems really tired. Then he'll wake up 3 or 4 times a night, but think it's because he goes to sleep so late.
I start my bed routine about 6.30 by giving him a bath. Then a massage, read a book, then his milk. But when I go to put him down he wakes up and won't go to sleep.
Has any one got any tips that could help me please?

Little man is 6 1/2 months old. He'll have a morning nap for about an hour and a half. But not so good for afternoon nap.

Perhaps bring his bedtime forward by half an hour or so? Did he used to self settle, or does he feed to sleep?

I tried starting my night routine at 6 but didn't work. No never self settled always fallen asleep feeding. When ever tried self settling he just keeps screaming and moaning.
