Evening routine and intermittent screaming?

DD2 is 7 weeks now and usually I feed her after DD1 is in bed and then DH rocks her to sleep in front of tv and I go up to bed about 8.30/9. He brings her up and puts her in the cot beside me about 11 and often she'll go until about 1 or 2 ten wake to be fed.

It takes her a good while to go off to sleep, lots of rocking and dozing of and then rousing and yelling furiously for a bit. She can be like that for a few goes before she'll properly settle.

I'd like to have a proper evening routine where I could feed her and get her into her cot earlier but just can't see how to do it. Any advice? I am wary of rocking her upstairs as don't want to wake DD1, but I can't see what else we could do, and feel like she needs better sleep cues. Do other people's LOs do this intermittent screaming thing?
