How long does it take your DC to settle to sleep?

Just wondering whether I have unrealistic expectations here. We've been doing some gentle sleep training with our lovely DS (11 months). Basically we always used to cuddle to sleep and have now decided to teach him to self settle in a bid to help him sleep through the night (hopelessly optimistic emoticon). We are using the Andrea Grace method as outlined on another thread (thanks Lucid) and have been at it for around 2 weeks. He is still taking around 30/40mins to fall asleep. I may be wrong here but I presumed if he was tired enough he would send himself off far quicker than this. When we cuddled to sleep it was 5mins max. And naps in the buggy it's around the same time frame. So I guess my question is..... Do you think this is 'normal' or are we just putting him down to bed too early? Sorry.... Completely clueless as you can tell..... Any info/experiences very welcome.
