Too early for bed / too many naps?

Two sleep questions really. My 16 week old has the following 'routine'

7am wake up & feed
830 ish naps for an hour ish
10am feed
30-60 min nap
1pm feed
30-60 min nap
4pm feed
30-60 min nap
7pm bath / feed / story
won't go to bed!
10 / 11pm dream feed
4am wake and grizzle, feed if can't settle.

My questions are

  1. We get a good 2-3 hours of grizzling after the 7pm feed. I wonder if she just isn't tired? Most nights she'll lay in her cot grizzling (and often she'll be full blown crying so we pick up, settle, put her back again and again and again) until finally dropping off just before I want to dream feed her.

  2. If this is the case, how on earth do I 'stop' her napping to encourage her to sleep after going in her cot at 7? She clearly needs to drop off and it seems wrong to keep her awake by prodding her when she tries to drop off on her playmat!! Does she nap 'too much' for a nearly 4 month old?

I realise in the grand scheme of things this is pretty good but after any advice.

Looks pretty similar to my 14 week olds routine, except he has a slightly longer nap over the middle of the day. At this age they struggle to stay awake longer than 90 mins so I wouldn't try to keep her awake longer.
There is a saying that 'sleep begets sleep'. Certainly haven't noticed DS sleeping longer at night after less naps or vice versa.
Just for comparison DS goes down at 7, wakes for a feed at 2 then again at 6ish. He then likes a lie in till about 8.30.
Have you tried moving bed time 30 mins earlier/later?

That's quite similar to my 15 week old - but in order to have him in bed by 7pm, I don't let him sleep past 5pm. Also, He doesn't have any more than about 3.5 hours worth of sleep between 7am and 5pm. His naps are like this:

9am - 9.30am
12pm - 2/2.30pm
4/4.30pm-5pm
