Dummies and sleep

Hello wondering if any one can advise me. Our Eldest daughter who is now three had a dummy when she was a baby. So if she woke at night with teething troubles we could give her teetha, gel, medicine if needed and a cold dummy from the fridge and she would then go back to sleep by herself. How ever our youngest who is 1 years old has never had or wanted a dummy, when she wakes with teething trouble it is a nightmare we give her gel teetha nurofen, cold drink e.t.c however we then have to sit with her for a min of an hour max of two ours rocking her, other wise she will scream the house down, which is no good when our eldest is trying to sleep. Any body been through the same or have any advice on what we could try?

Are you sure it's teething?

Is she able to settle herself to sleep usually?

Yeah def think its teething. She goes to sleep all by herself fine normally, at her day time sleep and bed time.
