9 years later - How long should he sleep?

I would really, really welcome any thoughts people have on a growing boy who is still a nightmare h:) to get to bed!! I am confused as I may be just being unrealistic here!!
He is always tired in the morning and doesn't want get up & I drag him out of bed at 7.30 with much protesting. Then at night he is in bed at 8.30 - reads (avidly) until 9,15 (ish) and is then still awake at 10!
Shoudl I just let him stay up reading until he drops? Force the issue and become controlling ie ights out at 8.30? Start getting him up earlier?

Any help woudl be much appreciated.
