Base layers for 17 month old - tights or long-johns?

We shall be going to Lapland in January with dd who will be 17 months. I'm not sure whether to get some thermal long-johns to wear with socks etc. or whether tights would be a better option (I could put the long-johns on over the tights maybe or does that cancel out the effect?)

Any 'been there, done that' suggestions? TIA

With dd we usually did longjohns or leggings, a fleece/jersey layer then the outer layer in very cold weather. In alpine area tights are popular for boys as well as girls. Make sure the boots and mittens are fully snow proof too, plus hat /balaclava. Boots need to fit well too , otherwise she'll find walking hard going.
