The best I've come across are by a Scandanavian company called Reima. Otherwise Columbia do warm separates, Bush Baby perhaps see here, Gap, TK Maxx, H and M or Tchibo are good for budget range.

We're going to Lapland in January and dd will be 17 months. I've bought a 2 piece from Columbia which I think is going to be too big so may end up getting something else. She'll have plenty of warm layers underneath too. Have a look at muddypuddles.com and at raindrops.co.uk for ski gloves, boots and really nice, merino wool thermals for teeny-tinies.
