Holidays in the snow BUT for non-skiers

Hi, this year we've decided to not have a summer holiday but save up for a winter holiday.
We would like to go somewhere where there is guaranteed snow and lots of other things to do apart from skiing!
Are these type of holidays always very expensive? or can you recommend somewhere?
Been missing snow so much.
I used to live in Switzerland when i was little and snow was always guaranteed.
I would like my two DDs aged 2 and 5 to experience "real snow" and not the wet stuff we get on the Brecon Beacons.

Why not try the Bavarian Alps? They are less pressured than Austria or Switzerland - for example, a small ski resort like Oberaudorf, where people from Munich come for a days skiing.
There is a sledge run down the mountain, as well as ski slopes. (Also plenty of 2 and 5 year olds skiing!) The sledge run would def. be for 1 children with 1 parent on the sledge, as it is fairly hairy. Older children do do it by themselves.

There is open air ice skating in Munich, also Christmas markets and always loads of stuff to do.

If you hire a car, you can visit the various lakes and tourist towns in the area.

a kinderhotel in austria. (recommend serfaus) The girls will have loads of snow & more fun at the hotel imaginable and lots of relaxation for you. highly recomended. I'd recommend Alpenrose, or Hotel Bär

Have a look at www.inntravel.co.uk for ideas of villages as one of their specialities is snowy holidays. I'd second the www.kinderhotels.co.uk option as well, bear in mind this is not a chain of hotels, they are all privately owned so approach/standard will vary.
I haven't been but I have been recommended Seefeld in Austria www.seefeld.com, especially as it is a short train journey from Innsbruck so easy to reach if you fancy a day out. Also have a look at www.skiclub.co.uk/skiclub/default.asp for personal reviews of lots of resorts.

Zermatt is a proper alpine town with loads to do for non skiers. Also because it is mostly mountain railways and cable cars non skiers can get all the way up to the Klien matterhorn. We have been twice once on our own and once with the kids. Loved it
