Have you tried mittens - much warmer than gloves IMO.

dd always has cold hands, this year I bought her heated gloves which helped, except one didn't work. We also find those hand warmer things, the use once type rather than the reusable sort are good too - they give out a gentle heat for about 8hrs, so unwrap and put into glove at the start of each day (before hands get cold) and they work a treat. (the reusable sort are bulkier and don't last very long, but give out more heat for a short time)

An extra layer on the body might help too.

If the torso is too hot then more blood is pumped to the fingers to try and cool down.

Can you get snow stoppers gloves there? I got my boys them this year, we're in Canada, and find them very good

Definitely mittens - we were frozen in Canada last year til we got mitts. I think it's the fact you can curl your fingers up together .

good base layers , mittens, inner glove and handwarmers,
tis seems to work for my son.
