I just had a look as if I were going to send one and it talks about the fee and that mine expires on 24th February.

Hello.

It's free to receive a CAT (but you can choose not to receive them if you like - just change you registration details to say so).

To send a CAT, you do need to pay - it's £5 - but that'll sort you out for as many CATs as you like for a whole year.
