How the hell am i supposed to reply to private messages

when i cant scroll down to do so I click on top right and its block user or cancel chat

Are you using the App? It's notoriously rubbish at functionality generally. Try just signing in to mumsnet.com from a browser app instead. I can see the reply box under the messages easily.
