'Quote' not used keeps re-appearing

I use Chrome on a laptop

If I am on a thread and quote someone and write my post below it, but then decide not to post (I delete my post, and 'clear quote')... every time I go back to that thread the Quote is still there. It won't go!
Even if I clear quote and refresh the page, it reappears, even though I have pressed 'clear quote'

I have just tested it again and this is what happens. There appears to be no way of getting rid of it.
