further to the vile username on the chat thread which somehow passed your checks MN? How did that happen fgs!!!

Are the site wizards unable to distinguish and automatically reject posts from IP addresses previously flagged?

They could just change their IP address.

The thing is, blocking by IP address is not a solution, unless someone has a fixed IP, which for the majority is unusual.

Even if you did have a fixed IP, it's easy to get around.

We're extremely sorry about that username - it should have been removed with the post so that it wasn't readable, so it was up for a bit longer than we'd have liked.

In regards to IP addresses, as a poster above has said, TSSDNCOP! We don't want to give anything away, but we're constantly reviewing and improving our tools here.
