Weird black triangle

Why is there a black triangle in the left bottom corner of the screen? It's annoying and as far as I can tell serves no purpose.

It was on my screen a minute ago but just disappeared!

It's just appeared on my screen too. If you click on it, it says Manage Your data and Cookie settings

And now it's gone!

I keep getting it too. It's irritating!
