It's just a disclaimer about the topic. It usually appears a lot smaller, but we've always had them.

Really? I've never noticed them before and can't see the point of being told to join something you've already joined

I've never had them either. Nor would I want them. I thought you were automatically on all topics unless you manually hid them.
