Why no "Quote"?

Why is it that some posts have no option to quote?

Are they being punished or something?

The only time I've seen this is when the post you're trying to quote has a quoted post as part of it. So you can't quote a quote

You can't quote a post with a quote already in it. Is that the reason?

You can't quote someone who has already quoted someone else. Is that what you mean?

It's the posts that already have a quoted post in them, I think.

You can't quote a post which is itself a quote. Are you referring to some other cases?

So if Person A quotes my top-post, and B quotes A, then I'm not allowed to quote B in a reply?

Yes, so you couldn't quote ErrolTheDragons post

I can't quote your latest post because you quoted someone else.

If Person A quoted your OP then Person B couldn't quote Person A's post.
