Why no "Quote"?

Why is it that some posts have no option to quote?

Are they being punished or something?

The only time I've seen this is when the post you're trying to quote has a quoted post as part of it. So you can't quote a quote

You can't quote a post with a quote already in it. Is that the reason?

It's the posts that already have a quoted post in them, I think.

You can't quote a post which is itself a quote. Are you referring to some other cases?

I can't quote your latest post because you quoted someone else.

If Person A quoted your OP then Person B couldn't quote Person A's post.
