Can't tag some users using @

When I want to tag another poster using @ it works for some posters, but not for others. Is this because they've opted out of being tagged, or is there a glitch in the system?

I have opted out but people still @ me. I think I have read before that not every poster on the thread appears on the drop down list though.

You can @ and type a full username - there's no way around that.

@Sparklingbrook your name still appears on the drop down on the app.

Once you press the @ key then underneath the text box there's a list, but I am on a laptop at the moment so can't speak for the app/phone etc.
When I press @ on this thread I get myself, olivertwist and bsc drop down.

Yes, that's what I mean: when I type @ not all posters on a thread are listed.

We believe that's as it should be as some users do opt out of the @ feature. Are you able to manually @ other users?
