How does the policy on begging threads square with the charities only policy?

I'm just wondering how the policy on begging threads - I have 47 children I live in a shoe I've just joined today I have no electric and no gas and my children are living on beans on toast and have no christmas presents and holes in their shoes - and allowing them to stand and the OPs, whether genuine or not, squares with the "only charities no gofundmes allowed" policy?

gofundmes aren't charities and the begging threads also aren't charities, so why is one allowed and the other not? It seems inconsistent to me.
