How to refer to someone else's message?

Hi all, I'm new here :)
I've noticed that some people refer to others messages by having it in bold at the top of their message. How does that work please?

Copy and paste the part you want to highlight. Put an asterisk directly before and after. Like this but without the spaces before and after.
