Is this message new (previously have just seen deletion messages referencing breach of Talk Guidelines)?

Does this mark a stronger crackdown on troll hunting?

We have had an editable deletion message for a little while now.
We do try to add the specific reason if we feel it's relevant and we have time. No big change
