Why didn't MN accept everyone who applied, not just cherry pick their favourite names?

I got the impression they picked the quietest and the calmest without reference to availability or rota.

The NW volunteers are anonymous - we have no idea what their usernames are. Why do you think that HQ just cherry picked their fave names?
