It depends what's blocking your pop-ups - different pop-up blockers have different enabling methods.
Does the message about the blocked pop up say who it's from? Do you know what pop-up blocker you're running?
The Google one lets you open the pop-up if you click on the relevant link while holding down Ctrl.
