Why is there a separate Petitions board if

people are allowed to use Chat to get publicity for their causes push their own agenda?

Can someone please clarify HQ's guidelines of which petitions should go on the dedicated board, and which should go in Chat?
Does it depend on subject matter?

If there is a petition in chat, please report it and we can move it.
Occasionally we may allow something to run in chat with permission but if it's not reported, we don't necessarily see it.

Good question.

If something is explicitly approved by MNHQ, then perhaps that needs saying. And, to be fair to everyone who supports an important cause (of which there are many), there ought to be a transparent set of criteria for what can go where, and how to get a cause approved.
