What is the "Jeffrey" thing?

Apologies for being out of touch, but what's the "Jeffrey" thing all about? Why is everyone referring to a Jeffrey? I've tried to find the original post on it, but every Site Stuff post I've trawled through mentions Jeffrey without explaining who or what that is?
