Rabid punctuation on app

Every time someone uses a ' or a " and other punctuation marks you get a line of numbers and quote before the ' or " followed by the rest of the word whys that?

I get this on the app all the time. The only theory I've got is it's an encoding issue. Someone's typed stuff up in Word or OpenDocs or whatever, then pasted it into the message box. So it was text encoded in ANSII, then pasted into UTF8, or whatever, and when it's spat back out on threads the parser does the punctuation a HTML encoding. Every bit of punctuation has a HTML code for it, and that's certainly what I'm seeing.
