What are the rules on people who name change to upset other people?

If someone name changes and is then clearly posting on many threads with comments that seem obviously intended to upset the OP or offend, is this allowed?

What if the poster makes wink wink nudge nudge comments about name changing and loving how people respond to it?

Report your concerns to MNHQ and they will deal with it.

I have. I got a standard we will look into it response yesterday. The person I reported is still continuing in the same manner.
