Site acting weird?

When I am on the the index (Active/I'm On/All Topics) pages the sides of the page are blue until I start to scroll down then the blue bit is kind of scrolling down too but only going halfway. It's never done that to me before and has only started since a recent 'The site is down...' message came up. Is it me or you and do you understand what the dickens I am on about because I think I've made it about as clear as mud!

Is it? I can't see an advert (is that because I run an ad blocker?) but the flashing is quite annoying.

I've got it too. Am using Google Chrome.

I'll forgive your 'error' seeing how as you understood my garbled post thank you.

I'm another - the dark blue scrolls so it's half way down the page and keeps trying to keep up with my fast scrolling through active convos.
