What does it mean exactly when websites use the poppy on their homepage? Have they made a donation that allows them to do this?

Perhaps a poppy icon instead - so that individual users can choose to add it to their posts for the day.

We could argue about whether they should be white snowmen or red snowmen.

Perhaps MNHQ could add a sticky for the duration requesting that people donate to the Royal Legion when using the poppy and providing the necessary links.
