Paddling pool - Is it unsiutable?

My kids (4 and 18 months have been bought a B&Q 8ft Fast Set Paddling Pool as a gift. It says on the box not suitable for children under six. Do you think it would be okay if I didn't fill it too full. Obviously they wouldn't be left unsupervised. I'm not sure of the reasoning behind the age thing ? Any ideas or suggestions for good robust paddling pools?

MOst likely a supervision thing. Can't think of any reason why being in a pool supervised would be bad! My 2 have been merrily sploshing around in a birthing pool
