The White Company used to do a nice set, which you can order on-line for delivery. Have a feeling they may have discontinued it though

that's rubbish - I was remembering wrong - just checked out the website - they do a lovely baby massage/bath gift set, and several pamering bath gift sets but not specific for mums. They are lovely though. And I think it's a really nice idea to send a mum to be something like this

I was given this snctuary mum to be gift set the other week really nice.
the avent one is nice too, the leg and foot reviver in it is briiliant.

or lush have some lovely gift sets that mums-to-be's can use(I love lush)

I know it's ebay, but the stuff from her is fantastic, she accepts cheques & POs as well as Paypal and all that. She does personalised gift baskets for £20. We got one for MIL when she was feeling down and it was HUGE. Well worth the money and beautifully presented. (and no, it's not my shop!)
