party bag fillers suitable for under 3s?

Hi, does anyone know a good place to get small toys or fillers for party bags which would be okay for children under 3 (alot of 1 yr olds, some 2 yrs old)
i looked on ebay and alot of things seemed more suitable for 3 yrs and up

Tescos does 6 packs of bubbles for £1.99....then we did a packet of Milky Way stars and a baloon. One year I bought sticker books from Wilkinsons for 75p each. They won't care at that age!

Every large supermarket has a party bag section - bubble, whistles,hat that kind of thing - I have given 1 yr olds a 99p cuddly toy from asda and a slice of cake because they really don't care!
