Does anyone know where I can get a baby bike helmet?

I have bought a child bike seat for my 11 month old baby, but I daren't take her out until I find her a helmet.
I tried Halfords, but their helmets were all too big, the smallest was 48.
They gave me a tape to measure her head and it was between 44 - 45.
I've looked at mothercare and toysRus but no joy for that size. The only thing I can find is the helmets for babies learning to walk, in case they fall, but I doubt they offer the same level of protection. Can anyone help?
