Car seat Group 2-3 when to switch?

Hi,

Is my eldest daughter too young at 2 1/2 to go into the next stage car seat (15kg-36kg)even though she is tall for her age?
I need to buy a new car seat for my one year old 10kg-ish daughter.
We currently have a priorifix for my older daughter and was wondering if this could be passed down to the younger one.

I don't want to compromise on safety. It seemed logical at first after asking a few people but now I'm reconsidering.

Height doesn't come into it really, weight is more important . Can you trust her not to undo the adult belt or to wriggle through it ? You could get a seat like an Evolva 123 which uses a harness until 18kg then becomes a booster.

I think maybe you've helped confirm alot here! She's very light for her age and can probably do alot of wriggling.
I had been looking at the Evolva 123 amongst others but now I'll get her a proper group seat and not be such a skinflint!
