Babies 14 months apart - what pushchcair?

I have an eight month old at the mo but am three months pregnant so I'll have two with a gap of only 14 months. I don't drive so will be on and off public transport and I'm very petite so I really want something easily foldable etc. I'm wondering if I could have a buggy plus buggy board - anyone got anything specific to recommend? DH is a teacher and I don't work, so money is fairly scarce. Plus we will be living in Costa Rica so I'm not keen on a sling as I have been in an African climate the last two years and it is SO HOT for both of us!

Firstly congratulations! Im no expert but how about a Phil and teds? I think a buggy board at 14 months is too young really. Or a double maclaren?
