Buckle cover for a toddler's car seat

Ages ago I saw a link to a site that sells covers for a 5 point harness. My friend has a 2.3 year old who will let himself out of his seat and she is beside herself.

Any help appreciated

you can buy them but they are illegal and unsafe to use,they are designed for use on buggies,
