playmobil - how old do kids have to be ?

just looking at playmobil - can't seem to find an age guide on it (am talking for stick it in their mouth safety reasons here rather than the more arbitrary guidance on "your kid is x age so should like this")

playmobil has really tiny pieces. Don?t bother even considering it if the child is liable to put it into their mouth, also quite fiddly for smaller children to stand up/play with properly. I would 4 -7 is average age range - my 7 yr old has just about finished with it and enjoyed it from preschool age

it says age 4+ on the box and does have tiny bits. However with my 5yr old having it my 2 and 3 yr olds get to play with it by default.
